R.Randy Martin has served as Manager for Morehead City since 1995. In this capacity,
he functions as Chief Administrative Officer of this Council-Manager governed municipality.
He is responsible to the Mayor and Council for the administration of all municipal affairs.
His duties include direct preparation and management of Morehead City’s multi-fund,
multi-million dollar budget and supervision of the City’s 146 plus employees as well as
direct responsibilities for the delivery of services to the community.
Prior to coming to Morehead City, Mr. Martin served as Manager of the City of King,
North Carolina for eleven years. Mr. Martin served as a Community Planner for the State
of North Carolina for five years prior and in various capacities with Stokes County
Government for an additional two years giving him twenty-seven years experience in local
and state government.
Mr. Martin, a North Carolina native, received his degree in Political Science with a
concentration in Public Administration from North Carolina State University in Raleigh,
N.C. He received his professional certifications in Municipal Administration and Community
Development Administration from the School of Government,at the University of North Carolina
at Chapel Hill. He also received Economic Development Professional Certification from the
National Development Council and has completed a fellowship with the prestigious North
Carolina Institute of Political Leadership. Mr. Martin maintains various professional affiliations
and related certifications in Economic Development, Code Enforcement, Grantsmanship,
Planning and Management.
Mr. Martin has been very active in civic affairs having served four terms as a member of the
Stokes County Board of Education and as an active member of numerous civic organizations.
He has been most active in youth programs and formerly as President of the Athletic Boosters
and an Advisory Committee Member for West Carteret High School and as a coach, officer and
board member of several youth league sports programs. Mr. Martin was an organizer and manager
of Morehead City’s first Post 46 Junior American Legion Youth Baseball team. Mr.Martin has been
honored as Community Business Leader of the Year by the King, N.C.Chamber of Commerce and
as an Outstanding Young Man of America by the Jaycees. He is an active Rotarian and currently
is a member of the Soundview Rotary Club of Morehead City.
